The council said it will take place on Thursday, October 10.
The successful candidate will serve the remaining term created by the vacancy until May 2027.
Only those registered to vote in the Shirley ward can take part, and anyone not already registered who wants to vote must do so by midnight on Tuesday, September 24.
Kaur was last elected as one of three councillors to represent the ward in the all-out election in 2023. She polled the highest of any candidate with 1966 votes. Alex Winning and Razwana Quadir were also elected for Labour with 1688 and 1599 votes respectively. Andrew Hetherton came next, polling 1286 for the Conservatives.
The ward is currently served by Winning and Alice Kloker for Labour.
Announcing her resignation in a statement, Kaur said that serving Shirley for over 13 years had “been a privilege and an honour”, but that she could now best represent the people of the ward as their new MP, “and by giving this new role my full attention and commitment”.
She said she was giving her full support to Labour candidate Victoria Ugwoeme.
Labour currently enjoys a large majority on the city council, so the by-election outcome will have little effect on that majority, although of course the community will still have the opportunity to choose a new councillor to represent them.
